They can change the software programming at anytime.
They can change it with recalls and TSBs even after the car has been released.

Anybody else see the danger of getting a 100 mpg rating? I see a lot of people complain about not getting the EPA estimates on their car. So much is going to depend on how individuals use the Volt that having a triple-digit mileage target is going to royally tick off someone who finds themselves getting "only" 50 mpg

Flyer is exactly right. The Volt will already have a shocking (pun intended, sorry) sticker price. Tack on a heavily overestimated mileage estimate and GM is looking at a real loser.
The public is already going to see the Volt as a double-priced Prius.
